Pulsar is a quite powerful and customizable proxy-server and Internet cache for Windows. It has many features, and among them the most unique feature - it supports resumed downloading of all it's traffic, i.e. it works as GetRight or Go!Zilla but for all files which are requested by browser. There are some other advantages - Pulsar is FREEWARE and does not make any unauthorized activity (such as ads loading, or every-second update check). There are some disadvantages too - the project is closed so the existing bugs will remain forever and english help will never be written.
